Situation:
It is 2300 hours [11pm] and you are just about to go to bed when the radio in your Command Post sparks into life. One of your patrols, which is presently patrolling the town-centre on foot, has found an injured civilian who requires immediate evacuation to the local hospital.
The injured civilian is the son of a powerful tribal chief, and there is a risk that violence will develop if you do not ensure his well-being.
Moments later, a message comes through from your Company Commander, requiring you to provide security at the nearby airfield for the arrival of an important local politician, whose aircraft is scheduled to land in one hour. The politician also requires transport from the airfield to his residence, which is near your base.
“Securing the airfield is a key-task, I am counting on you Lieutenant,” your Company Commander reminds you.

You immediately examine your map of the area and determine:
Ground:
It is possible to reach the injured civilian by vehicle, using the road designated as Route 1, with an estimated time of arrival of 15 minutes. It is also possible to reach this location by foot, but this will take an hour.
The local hospital is also located on Route 1, in the same direction from your base as the injured Civilian. The hospital is 30 minutes drive from your base.
The airfield is also on Route 1, but in the opposite direction as the hospital. It is 15 minutes away from your base by vehicle, or 50 minutes by foot.
Your available resources are one vehicle which has a stretcher and a spare 20 litre jerry can of fuel, and one patrol of 8 soldiers, who also have a collapsible stretcher. You also know that there is a local Police Land Rover at the airfield, which can fit nine people in it, but it has no fuel.
Mission:
1. Evacuate the injured civilian to hospital as soon as possible
2. Secure the airfield for the arrival of the local official
3. Transport the local official to his house
