Changes afoot in Waiouru - HQ LTDG

Where is LTDG?

  • LTDG is situated in Waiouru. HQ LTDG is building on the old HQ ATG infrastructure and personnel establishment, which has been enhanced in order to achieve the LTDG responsibilities.

When is LTDG been stood up?

Key Proposed Milestones are as follows:

Why LTDG?

  • Army’s most valuable resource is its personnel. With the exception of operations, training is the most important activity the Army undertakes.
  • The Army Training and Doctrine Command (TRADOC) Project was initiated as part of the overarching Army Transformation Plan (ATP) with the aim of establishing an organisation, to provide a world class training system that will deliver trained personnel efficiently, effectively and to the highest standards.
  • LTDG’s “core business” will be “training” in support of CA’s “raise, train and maintain” role in managing and developing Army’s capacity on a sustainable basis.

How is LTDG better than ATG?

  • Army currently achieves the Develop, Conduct and to a certain extent the Validate components of the Army Training System (ATS). However, we are lacking in the Analyse and Design components. The LTDG will take a holistic approach to the ATS to ensure the ATS is robust, has integrity and is responsive to changing requirements. The benefits of transforming to LTDG are that the LTDG will be responsible for ensuring:
    1. training and education are aligned to Army’s operational and business needs and to personnel strategies (such as trade and career management);
    2. the ATS is responsive to changing requirements and new opportunities and able to:
      1. rapidly adapt to meet changing concepts, missions and operations (such as lessons learned on operations and within training itself; or the implementation of new doctrine), and support the introduction of new technologies and equipments; and
      2. exploit new technology to enhance the learning process (such as e-learning); and
    3. the ATS is efficient and cost-effective while maintaining or enhancing Army’s military and organizational capability.

So what is the immediate change?

  • At this stage, only HQ LTDG is being stood up, with functional separation of Garrison / Camp responsibilities from HQ LTDG to Waiouru Support Centre (WSC) yet to be clarified.
  • The current focus for HQ LTDG is to develop the systems and processes within the HQ that will ensure the ATS is robust, has integrity and is responsive to change.

How does it affect me in the HQ LTDG?

HQ ATG aligned itself with the LTDG G7 Training Directorate Orbat in Dec 06. The stand up of the HQ LTDG is phased over the next three financial years.

Short Term (this FY 07/08)

  • With the stand up of HQ LTDG there is a more defined role between S3 (Current Training Operations) and the G7 Training Directorate (Future Training Operations).
  • Key positions have been identified that require to be filled in the Dec 07 posting cycle to enable HQ LTDG to stand up -albeit on a limited functional basis, but will still enable further development of processes.

Medium Term (FY 08/09 – FY 11/12)

  • Further positions to be populated and HQ LTDG transitioning to business as usual. This will see the implementation of the Army Training framework and the Army Training and Education Strategy. Also the development of COA for transformation of LTDG units pending the outcomes / guidance from the NZDF Transformation and Education and Review Project.

How will it affect LTDG units?

  • Various Courses of Action have been developed for LTDG Units however these have been put on hold pending the outcome of the NZDF Transformation and Education and Review Project.

Short Term

  • There will be a functional separation of Garrison / Camp responsibilities from HQ LTDG to WSC. This in itself will allow Comd LTDG to focus on the core business of ‘Training’ and avoid LTDG becoming synonymous with Waiouru.
  • At this stage, there is no immediate change to LTDG schools / units and the way they function / train. Units continue to teach respective Tactics (Doctrine), Techniques and Procedures.

Medium Term

  • There will be a different way of doing business. – re the Information, Management and Exploitation (IMX) strategy. Schools / Units will have unit websites.
  • Post Activity Report’s (PAR’s) / General Course Reports’s etc will be more transparent, being electronically located in one area – which will in time reduce workloads.
  • HQ LTDG will provide clearer guidance to Army schools and Army Units re the ATS.

Long term

  • Army will have an established HQ focused on Training (and the possible realignment of LTDG units) that has the right systems and procedures in place to provide a world class training system that will deliver trained personnel efficiently, effectively and to the highest standards.

How will it affect me as an instructor / student?

Short Term

  • No specific changes to training yet.

Medium Term

  • However, once the G7 Training Directorate is functioning as intended, more emphasis will be placed on ensuring we are training our people efficiently, effectively and properly preparing them for employment.

How will it affect the wider Army community?

Short Term

  • New Signal address – HQ NZLTDG
  • New Camp name – We are now formally the NZLTDG – (referred to as LTDG)
  • Functional separation of Garrison responsibilities - WSC responsible for Waiouru Camp / Training area
  • Please note – once the functional separation of Garrison responsibilities has been finalised – more info re WSC roles and responsibilities will follow.

Long Term

  • Army will have a world class training system delivering trained personnel efficiently, effectively and to the highest standards in support of Army’s mission.
