Lieutenant Colonel Brett Rankin deployed to Afghanistan from April to October 2006 to serve as the Chief of Staff for the New Zealand Provincial Reconstruction Team. The excellent working relationships and trust that he established with his counterparts in the local security forces was such that many initiatives for joint/combined patrolling were able to be planned and executed in a timely and effective manner. He was instrumental in the establishment of the Bamyan Provincial Coordination Centre (PCC), a US funded project that will deliver the capability to respond to emergencies in Bamyan and the wider province. He led the joint working group that developed the PCC Standard Operating Procedures. He was also actively involved in progressing development projects for the Afghanistan National Police in the Bamyan province. He was successful in lobbying for additional funds for development and reconstruction efforts. This extra funding contributed to the successful 2006 construction season in the Bamyan province.
