Army's Future Land Operating Concept Published

A document which represents the New Zealand Army’s examination of the future security environment out to 2020 – the Future Land Operating Concept (FLOC) – was published earlier this month.

It proposes how our land forces can best operate in this environment, as part of a joint, interagency and multi-national force. The publication is sponsored by Capability Staff, Army General Staff.

“It’s an important guiding reference for a wide range of stakeholders within Army,” Colonel Phil Collett, ACGS (Capability) said. “It seeks to provide readers with our best assessment of the future land operating environment and how the New Zealand Army may respond to those changes. Whilst the FLOC attempts to look out to 2020, it recognises that many of these challenges are already upon us. I think a key challenge is to ensure that our individual and collective training continues to be set in a contemporary environment. There is also a significant responsibility for our capability managers to be aware of the trends within the security environment and try and steer our capabilities in the right direction. To look that far ahead (circa 2020) is a very difficult task; accordingly Army should seek to provide to Government a balanced and responsive combat force.”

Colonel Collett highlighted that the publication had been under development for a considerable period of time and had drawn on a wide range of sources. “It is important we have a look at what our allies consider the future will bring, and then apply some of those trends to our more immediate operating environment, incorporating a unique New Zealand Army response to it.”

“I’d like to thank all the stakeholders who have contributed to this publication, in particular Lieutenant Colonel Dave Hingston’s team within the Force Development Cell,” said Colonel Collett. "Army has a modest capacity to tackle force development issues like this and it could not be done without individual input from within the formations and units."
